Specialist in the Legal, Human Resources and Procurement Sector at the Finance and Support Services Directorate
The National Tourism Agency (NTA), in implementation of:
Law no. 7961, dated 12.07.1995 “Labor Code of the Republic of Albania”, as amended; Law no. 44/2015 “Code of Administrative Procedures of the Republic of Albania”; Law no. 90, dated 27.09.2012 “On the organization and functioning of the state administration”; Council of Ministers no. 20, dated 18.01.2023 “On an amendment to Decision no. 298, dated 20.04.2016, on the organization and functioning of the National Tourism Agency; Prime Minister's Order no. 205, dated 05.11.2025 “On the approval of the structure and organizational structure of the National Tourism Agency” (accessed with our no. 498/1 prot, dated 07.11.2025); Decision no. 11, dated 15.01.2026 “On some amendments and additions to Decision no. 191, dated 09.03.2016, of the Council of Ministers, on the creation of the state database for the employment services system”; Internal Regulation “On the organization and functioning of the AKT”, announces the opening of 1 (one) vacant position for the position: Specialist in the Legal, Human Resources and Procurement Sector at the Directorate of Finance and Support Services at the National Tourism Agency (AKT), Salary Category: IV-2.
I. CONDITIONS THAT THE CANDIDATE MUST FULFILL
A. General Conditions
Candidates must meet all of the following conditions:
a. Have Albanian citizenship;
b. To enjoy full capacity to act;
c. To enjoy moral and professional integrity;
d. Be able to work;
e. Not have been convicted by a final court decision for committing a crime or criminal offense intentionally;
f. Not have been deprived of the right to exercise his/her duties in the public administration by a final court decision;
g. Not have been dismissed from the public administration for disciplinary violations and not have a serious disciplinary measure in force according to the Labor Code;
h. There should be no conflict of interest with the task or function to be performed.
B. Special Requirements
Candidates must also meet the following specific requirements:
1. Have completed higher education in Law;
2. Have excellent written and spoken communication skills in Albanian;
3. Be well versed in Albanian spelling;
4. Have organizational skills and carry out work efficiently, effectively and within deadlines;
5. To know and apply the rules of ethics and professional conduct in public administration.
II. DESCRIPTION OF DUTIES AND RESPONSIBILITIES
The Specialist in the Legal, Human Resources and Procurement Sector at the Directorate of Finance and Support Services at the National Tourism Agency (AKT), performs the following duties and bears the following responsibilities:
- Represents AKT in legal proceedings, referring to the authorization of representation in legal cases in which the institution may be the plaintiff or defendant.
- Drafts, within legal deadlines, complaints, lawsuits, claims, and provisions referring to the legislation in force for judicial processes for which it has been authorized in writing.
- It reviews and controls, from a legal and juridical perspective, the communications of the AKT with other institutions or third parties.
- It reviews and controls on a legal basis all contractual relationships and agreements to which the AKT Institution is a party or will become a party.
- Performs all other duties in the legal field assigned by the Director General of AKT or by the direct superior.
- Participates and is active in all procurement procedures that AKT will carry out
- Performs any other duties assigned by the Director General, within the scope of responsibilities of the AKT.
III. REQUIRED DOCUMENTATION
Interested candidates submit the application request to the AKT Protocol Office, within the announced deadline, accompanied by the following documentation:
1. Curriculum vitae (CV) completed in Albanian, according to the standards of Albanian legislation, and a motivation letter;
2. Notarized copy of the diploma. For diplomas obtained outside the Republic of Albania, attach the certificate from the Ministry of Education;
3. Notarized list of grades;
4. Photocopy of the work book (all pages that prove work experience);
5. Photocopy of identity card (ID);
6. Certificate of health status;
7. Self-declaration of judicial status / Proof of criminal record;
8. Any other documentation that proves the training, qualifications, additional education or positive evaluations mentioned in the resume.
Failure to submit documentation on time and in full will automatically result in the candidate's disqualification.
IV. METHOD AND DEADLINE FOR APPLICATION
All interested candidates are requested to submit their application to AKT Protocol Office, to date 12/05/2026, ora 10:00, with object:
"Application for the job position: Specialist in the Legal, Human Resources and Procurement Sector at the Directorate of Finance and Support Services at the National Tourism Agency (AKT). Salary category: IV-2.
V. EVALUATION AND SELECTION PROCESS
1. After the deadline, the Human Resources Unit verifies the submitted documentation.
2. Candidates who meet the required criteria will be notified via e-mail of the date and time of the structured oral interview.
3. The selection of the winning candidate will be done through a competition with a dossier and a direct interview.
4. At the end of the evaluation process, the Human Resources Unit will individually notify each candidate electronically and will announce the winner on the official AKT website (www.akt.gov.al).
