Specialist in the Lease and Priority Tourism Development Areas Sector at the Directorate of Projects and Priority Tourism Development Areas

The National Tourism Agency (NTA), in implementation of:

Law no. 7961, dated 12.07.1995 “Labor Code of the Republic of Albania”, as amended; Law no. 44/2015 “Code of Administrative Procedures of the Republic of Albania”; Law no. 90, dated 27.09.2012 “On the organization and functioning of the state administration”; Council of Ministers no. 20, dated 18.01.2023 “On an amendment to Decision no. 298, dated 20.04.2016, on the organization and functioning of the National Tourism Agency; Prime Minister's Order no. 205, dated 05.11.2025 “On the approval of the structure and organizational structure of the National Tourism Agency” (accessed with our no. 498/1 prot, dated 07.11.2025); Decision no. 11, dated 15.01.2026 “On some amendments and additions to Decision no. 191, dated 09.03.2016, of the Council of Ministers, on the creation of the state database for the employment services system”; Internal Regulation “On the organization and functioning of AKT”, announces the opening of 1 (one) vacancy for the position: Specialist in the Rental Sector and Priority Areas for Tourism Development at the Directorate of Projects and Priority Areas for Tourism Development at the National Tourism Agency (AKT), Salary Category: IV-2.

I. CONDITIONS THAT THE CANDIDATE MUST FULFILL

A. General Conditions

Candidates must meet all of the following conditions:

1. Have Albanian citizenship;
2. To enjoy full capacity to act;
3. To enjoy moral and professional integrity;
4. Be able to work;
5. Not have been convicted by a final court decision for intentionally committing a crime or criminal offense;
6. Not have been deprived of the right to exercise his/her duties in public administration by a final court decision;
7. Not have been dismissed from the public administration for disciplinary violations and not have a serious disciplinary measure in force according to the Labor Code;
8. There should be no conflict of interest with the task or function to be performed.

B. Special Requirements

Candidates must also meet the following specific requirements:

1. Have completed higher education in economic sciences;
2. Have excellent written and spoken communication skills in Albanian;
3. Be well versed in Albanian and English spelling;
4. Have organizational skills and carry out work efficiently, effectively and within deadlines;
5. To know and apply the rules of ethics and professional conduct in public administration.

II. DESCRIPTION OF DUTIES AND RESPONSIBILITIES

The Specialist in the Lease and Priority Tourism Development Areas Sector at the Directorate of Projects and Priority Tourism Development Areas at the National Tourism Agency (AKT), performs the following duties and bears the following responsibilities:

1. Collects revenues generated based on the lease agreement for areas provided for use for tourism development and existing lease agreements, related to "stimulated person" entities, and distributes them in accordance with the provisions of the legislation in force.
2. Prepare a database of stimulated persons and entities that have entered into lease agreements for areas provided for tourism development.
3. Prepares written material regarding stimulated persons and entities that have entered into rental agreements.
4. Promotes investments in priority areas for tourism development.
5. Controls the implementation and fulfillment of criteria for existing lease agreements and development agreements related to “Incentive Person” entities.
6. Assists in court proceedings regarding incentivized persons and entities that have entered into rental agreements.
7. Prepares and presents problematic and informative materials for the sector to the institution's leaders.
8. It monitors and implements rental contracts in cooperation with MTKS.
9. Sends obligations to entities with the title of stimulated person who have not yet changed ownership of the land.
10. Drafts the certificate for the obligation arising from lease and development agreements based on law 10395 dated 10.03.2011, article 2, point a.
11. Performs any other duties assigned by the Director General, within the scope of responsibilities of the AKT.

III. REQUIRED DOCUMENTATION

Interested candidates submit the application request to the AKT Protocol Office, within the announced deadline, accompanied by the following documentation:

1. Curriculum Vitae (CV) completed in Albanian, according to the standards of Albanian legislation, and a motivation letter;
2. Notarized copy of the diploma. For diplomas obtained outside the Republic of Albania, the equivalence from the Ministry of Education must be attached;
3. Notarized grade list;
4. Photocopy of work record (all pages that prove work experience);
5. Photocopy of identity card (ID);
6. Health certificate;
7. Self-declaration of judicial status / Proof of criminal record;
8. Any other documentation that proves the training, qualifications, additional education or positive evaluations mentioned in the resume.

 Failure to submit documentation on time and in full will automatically result in the candidate's disqualification.

IV. METHOD AND DEADLINE FOR APPLICATION

V. EVALUATION AND SELECTION PROCESS

1. After the deadline, the Human Resources Unit verifies the submitted documentation.
2. Candidates who meet the required criteria will be notified via e-mail of the date and time of the structured oral interview.
3. The selection of the winning candidate will be done through a competition with a dossier and a direct interview.
4. At the end of the evaluation process, the Human Resources Unit will individually notify each candidate electronically and will announce the winner on the official AKT website (www.akt.gov.al).
