FOR ECONOMIC OPERATORS SPECIALIZED IN PROVIDING SERVICES FOR THE PROCEDURE TO BE DEVELOPED BY THE NATIONAL TOURISM AGENCY WITH THE OBJECT “SERVICE FOR ORGANIZING ACTIVITIES FOR THE PRESENTATION OF THE TEA 2.0 APPLICATION.”
The National Tourism Agency (NTA) has as its main mission the promotion of Albanian tourist products and destinations at national and international level. In this context, the Institution has also developed the procedure for updating the TEA 2.0 Application with a host of new services related to events, transforming it into a Digital Guide to Albania's tourism.
The TEA 2.0 guide, with its new developments and interface on the official AKT website, is accessible not only via phones, but also by anyone who searches the internet, transforming it into a genuine tourist guide that will facilitate the journey towards discovering Albania's tourist destinations for every tourist or visitor.
To make this application as accessible as possible for all users, we consider it very important to present new developments of the application at an event, where we have the opportunity to unveil its content and innovations as a personal guide for anyone who downloads the TEA| 2.0 application.
For this reason, we invite you to submit your offer for the organization of the activity on 12.06.2024 according to the following technical requirements:
In support of Articles 100 – 103 of Law No. 162/2020 "For public procurement", amended", Article 5, Paragraph 2 and Service Code 79952100-3 (Services for organizing cultural activities) of Annex No. 2 of the Council of Ministers No. 768 dated 15.12.2021 "For the determination of types of social services and other specific services, types of special services for which the right of participation of organizations in public procurement procedures may be reserved, as well as detailed rules for their procurement" as amended, Council of Ministers Decision No. 285 dated 19.05.2021 "On the approval of public procurement rules", as amended, Law no. 93/2015 “On Tourism”, as amended and Council of Ministers No. 298, dated 20.04.2016 “On the organization and functioning of the National Tourism Agency”, as amended, the National Tourism Agency aims to conclude a public contract with the following specifications:
1. SERVICE DESCRIPTION
Object: “Service for organizing an activity for the presentation of the TEA 2.0 application.”
Service Provision Period: Event organization service for 12.06.2024, near the former "Dajti" hotel, "Martyrs of the Nation" Boulevard, Tirana
Fund Limit: 1,500,000 lek excluding VAT (one million five hundred thousand).
Deadline for Submission of Bids: 06.06.2024, 12:0000.
Confirmations for the Continuation of Negotiations: Confirmations must all arrive sealed in a non-transparent envelope, on a single day, signed and stamped with the name and address of the subject and with the note: "Do not open it, except when the bid evaluation committee is present and not before the date 06.06.2024, 12:00.
Otherwise, they will be rejected and returned unopened. The economic offer must be placed in a separate envelope from the envelope that will contain the legal documentation and the certificates of compliance with the technical specifications of the service. On the outside of the envelope of the economic offer, it must be handwritten in capital letters. "The Economic Offer of the Company "__________________ ". The envelope of the economic offer must be sealed, not have any signs of tearing or damage, especially at its closing part, and must be placed inside the envelope of the legal documentation and certificates of compliance with the operator's technical specifications. - GENERAL ADMISSION/ELIGIBILITY CRITERIA:
The bidder declares that:
a) is registered in the commercial register according to the legislation of the country where it carries out its activity, or according to special legislation in the case of a non-profit organization, has the procurement object in the field of activity, and has active status;
b) is not in bankruptcy proceedings (active status);
c) has not been convicted of any criminal offense, in accordance with Article 76/1 of the LPP;
ç) the person(s) acting as a member of the administrative body, director or supervisor, shareholder or partner, or who has representative, decision-making or controlling power within the Economic Operator, is not convicted or has not been convicted by a final court decision for any criminal offense, as defined in Article 76/1 of the LPP;
d) has not been convicted by a final court decision regarding professional activity;
dh has no outstanding payments of taxes and social security contributions, or is in one of the conditions provided for in Article 76/2 of the LPP;
e) has paid for the electricity and meets the requirements arising from the legislation in force. This information is required for Economic Operators, who operate in the territory of the Republic of Albania.
f) is not in a conflict of interest, according to the legislation in force;
g) carries out its activities in accordance with relevant environmental, social and labor legislation;
gj) has submitted an independent Bid, in accordance with the requirements of applicable legislation;
h) carries out the activity in accordance with the requirements of the legislation in force.
i) there are no persons in the capacity of member of the administrative body, manager or supervisor thereof, shareholder or partner, or with representative, decision-making or controlling powers within it who are/have been in this capacity in an economic operator excluded from the right to benefit from public funds, by decision of the Public Procurement Agency, during the time this decision is in force
These criteria must be met by submitting the Economic Operator's Summary Self-Declaration Form on the day of the Bid opening, according to Annex 9.
The economic operator has the workforce necessary for the execution of the contract, according to the requirements of the contracting authority/entity; Specifically, the economic operator must prove that part of its staff are
- Photographer/Videographer;
- Audio and audiovisual technician;
- Lighting Technician;
For this point, the economic operator must certify that the above persons are insured in the social and health insurance system of the economic operator as its employees, or have concluded a service contract with them. In the case of a service contract, the above persons must be registered with the Central Bank of Kosovo in the capacity of a natural commercial person or a commercial company for the provision of the above service (such as Photographer/Videographer, Audio and audiovisual technician, Lighting technician).
a) To prove financial and economic capacity, the bidding economic operator must have a minimum annual turnover achieved, for the period of the last 3 (three) financial years, (2021-2022-2023) of not less than 40% of the limit fund of the contract being procured. This requirement is considered fulfilled if the economic operator reaches the minimum turnover value, in at least one year of the required period.
b) The bidding economic operator must have carried out, during the last three years from the date of publication of the contract notice, similar contracts in a value not less than 20% of the limit fund.
Regarding this point:
When the EO has executed contracts with a public entity, certificates issued by the latter are required for the successful fulfillment of the contract, indicating the value, the deadline for the completion of the contract or/and tax sales invoices, completed according to the requirements of the legislation in force, indicating the dates, amounts and quantities of services performed.
In the case of previous experience with the private sector, only sales tax invoices, completed according to the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and quantities of services provided, are accepted as evidence.
c) Declaration of compliance with technical specifications (according to the attached format ), by the entity, by which it undertakes that it has the necessary capacities to carry out the activity according to the technical specifications requested in the invitation to negotiate.
d) The Economic Offer Form according to Annex 1.
If the language used in the procedure is Albanian, then foreign language documents must be accompanied by a notarized translation into Albanian.
In the event of a merger of economic operators, each member of the group must submit the aforementioned Self-Declaration.
In case the bidding economic operator will rely on the capacities of other entities, the aforementioned Self-Declaration must also be submitted by the supporting entity.
All documents must be originals or notarized copies thereof issued no later than 3 (three) months from the date of tender opening. Cases of non-delivery of a document, or false or inaccurate documents, are considered conditions for disqualification.
The deadline for the implementation of the service will be according to the requirements of the contracting authority, starting from the signing of the contract and according to the technical specifications in the Invitation to Bid.
In its bid, the bidder must provide full contact details.
Bidders have the right to participate in the bid opening process through a representative. The Operator's representative in the bid opening process must be provided with a valid representation document. The Bid Evaluation Committee assesses the validity of the representation document and keeps an original copy of it. The Bid Opening will take place on 06/06/2024 at 12:00

The documentation cited above must be enclosed in an envelope, sealed and submitted by the representatives of the participating economic operators, officially to the National Tourism Agency, Protocol Office, before the specified time.
The Commission will not accept any bid submitted beyond the specified deadline (Date 06/06/2024 at 12:00) and not in accordance with the above requirements.
3. EVALUATION CRITERIA

- The lowest price offered by the economic operator
The submitted legal documentation is evaluated with 20 points.
The economic operator's previous experience is assessed with 40 points.
The price offered by the economic operator is evaluated with 40 points.
The evaluation criteria for announcing the winning contract are set in the price-quality ratio and are closely linked to the object of the contract, for the services to be provided in implementation of that contract in each direction, determining the degree of relative importance given to each criterion chosen to determine the most economically advantageous tender.
The establishment of these criteria guarantees the possibility of effective competition and accompanies specifications, which allow the information provided by bidders to be verified to assess whether the bids meet the criteria for declaring the winning contract.
4. LIMIT FUND
The Fund Limit for this service is in the amount of 1.500.000 lek excluding VAT (one million five hundred thousand) lek excluding VAT.
