On the implementation of the creative project by the National Tourism Agency with the object: “TEA AWARDS 2026”
The National Tourism Agency will implement the project “TEA AWARDS 2026” with a main focus on promoting the TEA application and increasing the prestige of the application as an important national instrument for promoting tourism, by appreciating the municipalities, operators, organizers and other actors in the tourism sector that have contributed the most to the promotion of events and tourist destinations.
The TEA awards are based on the number of events and clicks for the 2024-2026 time period. The awards are based on the municipalities with the highest number of TEA app event categories, the events that have generated the most interest for each category, added services, featured beaches, app downloads in different countries around the world, and the visibility and clicks of app users. The award breakdown is as follows:

The terms of reference for the creation of the "TEA Awards 2026" project have been drafted taking into account the needs of the institution, in accordance with tourism development policies.
1) Design and Conception of the Promotional Set for TEA Awards
The entity must conceptualize the complete promotional set of the TEA Awards, adhering to the visual identity of the TEA application.
The entity must submit and undertake the following:
- Social media promotion plan including full creative campaign concept and communication plan for promoting the TEA Awards to target groups.
- Ideation and design of the visual aspect of the trophy: the subject must present the conceptual and visual concept of the trophy for the first place awards (35 awards), through their 2D sketch, specifying the shape, material, labels and colors.
- The conception and design of the trophy must be guaranteed by the subject to be his original creation; The subject declares and guarantees the Contracting Authority that he completely releases him from the claims of various agencies for the protection of exclusive copyrights and other rights related to them, in relation to the conception, design, of the trophy. Any claim raised by himself or third parties on copyrights will be the responsibility of the "Subject" and the Contracting Authority is exempt from any liability.
- The marketing plan should be original and innovative, based on the AKT brandbook and the TEA application.
- Accompanying framed certificates for second and third place winners, totaling 70 prizes;
2)Creating Informational and Promotional Spots
The winning entity must propose a promotional concept with spots (videos) that will be published before the TEA Awards 2026 event and at its conclusion.
This concept will be based on these technical specifications:
a. The promotional spot, no less than 30 seconds long, will contain the presentation of the TEA Awards with the aim of stimulating the curiosity of the audience with images and graphic elements. This spot must be very special, with the aim of informing and raising awareness of the event and the TEA application, directly influencing its promotion.
For the spot, the subject must undertake the following:
- Ideation and creation of a promotional spot no longer than 30 seconds and 1 shortened version of it no longer than 20 seconds.
- Professional voice recording in Audio Level-9 format;
- Accompanying the voice with accompanying music and other copyrighted audio effects;
- The spots must be in MPEG 2 with CBR 35 and H 264 with CBR 35 format, with resolutions 16 * 9 (1920 x 1080 px) and 9 x 16 (1080 x 1920)
- The duration of the main spot is no less than 30 seconds.
- Duration of the shortened version, no less than 20 seconds
- The spot must be in two languages: Albanian and English.
- Submission of the main spot and the shortened version on hard disk, in the original unconverted format.
- The spot must include the TEA application logo, the official logo of the Albanian National Tourism Agency and English.
- The Subject declares and guarantees the Contracting Authority that it fully releases it from the claims of various agencies for the protection of exclusive copyrights and other rights related to them, in relation to the design and content of the spot. Any claim raised by itself or third parties on copyrights will be the responsibility of the “Subject” and the Contracting Authority is exempt from any liability.
b. A 45-second spot for the event at its conclusion and documenting its key moments. This spot will present the awards given and the winners of the first edition.
For the spot, the subject must undertake the following:
- To give a general idea of the key moments of the event by highlighting the winners of the main award categories;
- To document the importance of the event both through participation and the diversity of awards;
- The spot must be in two languages: Albanian and English.
- The spot must be submitted on a hard disk, in its original, unconverted format;
- The spots must be in MPEG 2 format with CBR 35 and H 264 with CBR 35, with resolutions of 16 * 9 (1920 x 1080 px) and 9 x 16 (1080 x 1920);
- Accompanying the voice with accompanying music and other copyrighted audio effects;
- Professional voice recording in Audio Level-9 format;
- The spot must contain the official logo of the National Tourism Agency in Albanian and English.
- The Subject declares and guarantees the Contracting Authority that it fully releases it from the claims of various agencies for the protection of exclusive copyrights and other rights related to them, in relation to the design and content of the spot. Any claim raised by itself or third parties on copyrights will be the responsibility of the “Subject” and the Contracting Authority is exempt from any liability.
3) Marketing and promotion plan on META with organic and sponsored posts.
Promotion through digital platforms, which consists of advertising on META, in Albania and Kosovo.
The entity must design and implement a digital marketing plan for the promotion of the TEA Awards, with a primary focus on META platforms (Facebook and Instagram) in Albania and Kosovo.
The concrete marketing plan should include:
– Sharing of 25 organic posts that will begin upon signing the contract.
– Visual typology of posts (brand awareness posts, call to action, etc.);
-Designing the posts graphically, focusing on the categorization of the awards according to their name and the concept of the gala event.
– The selected language of communication in posts as well as the preparation of posts in both Albanian and English;
– Target audience for sponsored posts;
– Goals set for sponsored posts (brand awareness, engagement, traffic, etc.);
The entity must create no less than 25 posts to promote the gala event on social media (Instagram and Facebook). These posts will be shared between the official AKT pages.
The topic and division of posts will be sent by the subject in the presentation of the posting plan and will be agreed with the AKT. Posts will be distributed in feed and story according to the plan mentioned above.
The posts will be made in different formats: static posts, videos and gifs. A sponsorship plan will be sent by the entity in this case and will be agreed with AKT.
12 of the 25 organic posts will be sponsored on the META platform, targeting audiences of interest in Albania and Kosovo.
4) Organization of the gala event in which the prizes and winners of the TEA Awards2026 will be awarded. For this step of the project, the winning entity must provide all the necessary technical, logistical and organizational elements to develop a high-attendance event according to the following specifications. For the organization of the gala event, the entity must undertake the following:
- Rental space suitable for promoting events of this size at the Brigadave Palace (Baballarëve Area);
- Stage for performances according to the concept for the realization of the event.
- Providing the podium according to the concept for the event;
- Ledwall security according to the concept for the realization of the event
- Artistic performance with a musical group accompanied by instrumentalists and vocalists;
- Providing the Audio System and microphones for the orchestral group, vocalists and speakers;
- Stage lighting system for stage and indoor and outdoor perimeter lighting;
- Branding the event with the TEA Awards2026 gala event logo.
- Ledwall for displaying visual images of events (video, graphics) that are contenders or winners of certain categories.
- Creating jingles or visual images to present each award category and introduce the winners.
- Recording the event with a 4-5 camera directing system by the subject, where it must be broadcast live on AKT's Facebook and will ultimately submit the final edited video of the event and the provision of a dedicated internet line;
- Preparation of the script, staging for the gala evening, and moderation;
- Editing of the full final video of the event and its delivery within 3 working days after the event;
- Video montage of the speech of the AKT General Director during the gala event.
- Photos and videos of the event.
- Providing prizes for the winners with trophies (35 first prizes) and accompanying framed certificates (70 second and third prizes).
- The Subject declares and guarantees to the Contracting Authority that it fully releases it from the claims of various agencies for the protection of exclusive copyrights and other rights related to them, in relation to the concepts, ideas and content of the TEA Awards. Any claim raised by itself or third parties on copyrights will be the responsibility of the “Subject” and the Contracting Authority is exempted from any liability.
- Welcome drinks for 200 guests;
- Any material produced within the framework of the "TEA Awards 2026" project will be considered the property of AKT and will be used for promotional and institutional purposes.
Services required for the implementation of the activity "TEA AWARDS 2026"", are presented in the prevention as follows:

- QUALIFICATION CRITERIA
In accordance with point 1, Chapter II of the Instruction of the Minister of Tourism and Environment no. 2, dated 28.5.2024 "On the criteria and deadlines regarding requests for proposals for financial support for projects in the field
of tourism", which defines the criteria that the entity must meet to benefit from financial support in the field of tourism, are presented as follows:
- be registered in accordance with applicable legislation;
To meet criterion 1, the entity must present:
- The request containing the expression of interest in participating in the procedure;
- Registration certificate, registered with the competent authorities according to the legislation in force;
- Extract from the commercial register, if the subject is a natural or legal person;
- have similar experiences in the field of culture, tourism, entertainment, promotion;
To meet criterion 2, the entity must present:
- Portfolio of activities and similar activities such as event organization, content and promotion on social media, etc., carried out over the years (the last three years are preferred);
- not to have any enforcement obligations;
To meet criterion 3, the entity must present:
- Certification that there are no enforcement obligations;
- not have been convicted by a final court decision;
To meet criterion 4, the entity must present:
- Certification that he/she has not been convicted by a final court decision;
- to have fulfilled the obligations for the payment of taxes and duties in accordance with Albanian legislation or with the provisions applicable in the country of origin;
To meet criterion 5, the entity must present:
- Certification that he has fulfilled the obligations for the payment of taxes and duties, in accordance with Albanian legislation or with the provisions applicable in the country of origin;
- have fulfilled the obligations for the payment of social contributions in accordance with Albanian legislation or with the provisions applicable in the country of origin.
To meet criterion 6, the entity must present:
- Certification that he/she has fulfilled the obligations for the payment of social and health insurance contributions, in accordance with Albanian legislation or with the provisions applicable in the country of origin.
All documents must be originals or notarized copies. Failure to submit a document, or false or inaccurate documents, are considered conditions for disqualification.
Fund Limit: is in the amount of 6,566,793.33 lekë excluding VAT, (six million five hundred sixty-six thousand seven hundred ninety-three point thirty-three) or 7,880,152 lekë including VAT (seven million eight hundred eighty thousand one hundred fifty-two).
Service Provision Period: 25 days from the date of signing the contract

- the economic offer according to the estimate, along with the respective prices for each item, as well as the total price of the service in Lek, identifying the total price excluding VAT and the total price including VAT;
- documentation proving compliance with the criteria

The evaluation of this project will be done through a vote that will be carried out by the members of the collegium with "for" or "against".
