INVITATION FOR NEGOTIATIONS FOR SPECIALIZED AGENCIES / VISUAL MEDIA BODIES, WITH OBJECT: “PRODUCTION AND BROADCAST OF PROMOTIONAL VIDEOS (SPOTS) WITHIN THE FRAMEWORK OF PROMOTING THE APPLICATION OF THE CALENDAR OF CULTURAL TOURISM EVENTS”.

The National Tourism Agency has planned to carry out the procedure with the object: "Production and broadcasting of promotional videos (spots) within the framework of promoting the cultural tourism events calendar application".

In accordance with Article 7, point 1/b, of Law No. 162/2020 “On Public Procurement”, of Council of Ministers No. 1195, dated 05.08.2008 “On the purchase, development, production and co-production of programs or advertisements for broadcasting by radio and television operators or publication in the written media and for contracts, for broadcasting time, by state administration bodies”, Council of Ministers No. 298, dated 20.04.2016 “On the organization and functioning of the National Tourism Agency”, as amended, the National Tourism Agency has planned to develop the procedure with the object “Production and broadcasting of promotional videos (spots) within the framework of the promotion of the application of the calendar of cultural tourism events”.

Object: "Production and broadcasting of promotional videos (spots) within the framework of promoting the cultural tourism events calendar application"

Need for performing this service:  Production of 3 (three) promotional videos (spots) in broadcast format for the general public as well as promotion in digital media according to a plan of organic and paid postings on various channels such as Facebook, Instagram, Google, YouTube targeting different audiences inside and outside Albania for the needs of the TEA application.

Implementation period: 20 (twenty) days from the date of signing the contract.

Defined limit fund: 9,935,250 (nine million nine hundred thirty-five thousand two hundred fifty) lek excluding VAT.

The deadline for submitting confirmations from print media is until on 08/05/2024, 11 am.00, near the National Tourism Agency.

Confirmations on the continuation of negotiations: Confirmations must all arrive on a single day, sealed in a non-transparent envelope, signed and stamped with the name and address of the subject and with the note "Do not open except when the bid evaluation committee is present and not before 08/05/2024, 11 a.m.."00".

Otherwise, they will be rejected and returned unopened. The economic offer (the price offered by the economic operator for this service) must be placed in a separate, sealed envelope and not be part of the other documents of the procedure (legal documentation and certificates of compliance with technical criteria). The envelope of the economic offer must be placed inside the envelope of the other documents of the procedure.

PURPOSE OF THIS SERVICE

The "TEA" application was created and presented to the public in May 2023 for the first time, as a digital calendar of tourism events, and as a branding of Albania as a tourist destination, as a place of cultural heritage and multi-artistic events as a need and necessity in the times of the digital revolution, to help foreign and Albanian tourists.

Being an event-focused application, every new development within the application aims to serve the events, with the aim of improving the user experience. By continuously improving and enriching the application's features, we aim to provide users with easy access to utilitarian information about the place where the event takes place. The addition of new services will transform TEA into a genuine tourist guide. A package that offers visitors events, destinations, utilitarian, informative services, etc., presenting Tourist Albania in all its dimensions. This proactive development strategy contributes to maximizing the value that users gain from their engagement in the TEA - Digital Guide application.

At a time when digital technology is updating the landscape of our world, promoting a digital application, such as the TEA application, is not only an opportunity, but a great task and an extraordinary privilege. In this atmosphere of fierce competition and innovation, using digital communication channels to spread the spirit and vision of the TEA application represents a monumental step towards achieving an unforgettable journey to success.

The reason why promotion on digital communication channels is critical for the TEA app is clear: in an era where data is king, digital audiences are extremely connected and ready to engage with relevant and innovative content. Through the use of digital platforms, the TEA app has the opportunity to capture the attention of a wide range of audiences, approaching them in personalized and exciting ways. This not only strengthens the TEA app brand in the eyes of potential users, domestic and foreign tourists, but also creates a strong and affective connection with them.

An important place should be given to the continuous promotion of new services within the TEA application through communication on digital channels. The digital promotion of the TEA application should be conceived not only to raise awareness of the general public about TEA but also to achieve a certain number of downloads. The objectives are clear:

– Promoting the download of the TEA application by the general public

– Promoting the app’s features & awareness to increase its usage

To achieve these objectives, the promotion of the TEA-n application must be carried out on various digital channels that ensure maximum audience inside and outside Albania by offering the following services.

  1. Production of 3 (three) promotional videos (spots) in broadcast format for the general public.
  2. Promotion in digital media according to a plan of organic and paid postings on various channels such as Facebook, Instagram, Google, YouTube, targeting different audiences inside and outside Albania.

DESCRIPTION OF SERVICES

  1. Production of three promotional videos (spots) in broadcast format for the general public.

Promotional videos (spots) must contain in general focus, the use of the Application dedicated to the development of tourism and presentation in the form of a calendar of cultural events, utilitarian services and necessary information that can serve a tourist when visiting Albania. These videos must be made in accordance with the most advanced standards and techniques of filming of this nature and must be suitable for the Full HD broadcast format. The videos must highlight the advantages of using the application and must have the following characteristics:

  • Have several scenes for the purpose of promoting but also explaining the features of the application;
  • Be a combination of different shots and animated graphic elements;
  • Music, Audio/accompanying narration with copyright;
  • Be in MPEG 2 format with CBR 35 and H 264 with CBR 35, with resolutions 16 * 9 (1920 x 1080 px) and 9 x 16 (1080 x 1920);
  • Duration: no less than 15 seconds, adapting to the required formats for posts on digital media (posts and stories on Facebook and Instagram, Google Ads, YouTube).

The operator must undertake for each spot:

  • Before preparing the videos, the economic operator must present an idea through a 'storyboard', which must contain the ideation and creation and script for each video;
  • Before starting the production of the spots, the director must present all the creative elements necessary for the production of the videos;
  • Recording, cleaning and editing of narrative voice;
  • Accompanying the voice with music and other audio effects;
  • Music must be original or accompanied by usage rights;
  • Rendering videos in ready-to-use MPEG 2 with CBR 35 and H 264 with CBR 35 formats, with resolutions of 16 * 9 (1920 x 1080 px) and 9 x 16 (1080 x 1920);
  • Delivery of videos on 3 DVDs, in the original unconverted format.
  1. Promotion in digital media according to a plan of organic and paid postings on various channels such as Facebook, Instagram, Google and Youtube, targeting specific audiences inside and outside Albania.

The focus of the promotional campaigns will be in particular messages about the presentation of the TEA application as a digital guide and the call to download it. The requested services are:

  • Creative conception and editorial planning for promotional campaigns for the TEA application, providing:
    • Creative conception of promotional campaigns for the TEA application on digital channels through posts and publications about the application as well as promoting the calendar of events with the aim of informing the general public inside and outside Albania.
    • Implementing an editorial plan for posts on Social Media (Instagram, Facebook) that includes monthly proposals for organic posts, in visual form, with relevant captions and design line in accordance with the visual guidelines of the TEA application.
  • Paid promotion through posts on META platforms (sponsored ads) using different objectives for specific target audiences both domestically and internationally;
  • Paid publications through publications on the Google Display Network (sponsored ads) using visuals in image or GIF format to attract the attention of the target audience and categorized according to preferences, interests, interactions, location, age, gender, etc.;
  • Monitoring and reporting of digital communication parameters according to the progress of campaigns on Facebook; Instagram and Google. Periodic monthly reports on the progress of campaigns must also be submitted according to a previously approved reporting format that includes data such as the number of downloads, the number of clicks, views, and the geographical distribution of application users.

*SPECIFIC INFORMATION AND REQUIREMENTS RELATED TO THE ECONOMIC OPERATOR:

  1. GENERAL ADMISSION/ELIGIBILITY CRITERIA:

The bidder declares that:

  1. a) is registered in the commercial register according to the legislation of the country where it carries out its activity, or according to special legislation in the case of a non-profit organization, has the procurement object in the field of activity, and has active status;
  2. b) is not in bankruptcy proceedings (active status);
  3. c) has not been convicted of any criminal offense, in accordance with Article 76/1 of the LPP;

ç) the person(s) acting as a member of the administrative body, director or supervisor, shareholder or partner, or who has representative, decision-making or controlling power within the Economic Operator, is not convicted or has not been convicted by a final court decision for any criminal offense, as defined in Article 76/1 of the LPP;

  1. d) has not been convicted by a final court decision regarding professional activity;

dh has no outstanding payments of taxes and social security contributions, or is in one of the conditions provided for in Article 76/2 of the LPP;

  1. e) has paid for the electricity and meets the requirements arising from the legislation in force. This information is required for Economic Operators, who operate in the territory of the Republic of Albania.

  3. g) carries out its activities in accordance with relevant environmental, social and labor legislation;

These criteria must be met by submitting the Economic Operator's Summary Self-Declaration Form on the day of the Bid opening, according to Annex 9.

In the event of a merger of economic operators, each member of the group must submit the aforementioned Self-Declaration.

In case the bidding economic operator will rely on the capacities of other entities, the aforementioned Self-Declaration must also be submitted by the supporting entity.

2.1 Economic and financial capacity:

To prove financial and economic capacity, the bidding economic operator must have a minimum annual turnover achieved, for the period of the last 3 (three) financial years, (2021-2022-2023) of not less than 40% of the limit fund of the contract being procured. This requirement is considered fulfilled if the economic operator reaches the minimum turnover value, in at least one year of the required period.

2.2 The economic operator must submit certified copies of the balance sheet for the period 2022-2023 declared to the relevant tax authorities.

2.2 Technical capacity:

The bidding economic operator must have carried out, during the last three years from the date of publication of the contract notice, similar contracts in a value not less than 20% of the limit fund.

Regarding this point:

When the EO has executed contracts with a public entity, certificates issued by the latter are required for the successful fulfillment of the contract, indicating the value, the deadline for the completion of the contract or/and tax sales invoices, completed according to the requirements of the legislation in force, indicating the dates, amounts and quantities of services performed.

In the case of previous experience with the private sector, only sales tax invoices, completed according to the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and quantities of services provided, are accepted as evidence.

-Declaration of compliance with technical specifications (according to the attached format ), by the entity, by which it undertakes that it has the necessary capacities to conceive, realize and ensure the production of the spots and their promotion.

MAIN STAFF:

-The economic operator must have the key personnel necessary to implement the object of the procedure, specifically:

  1. To have a staff of no less than 5 (five) people employed for the period October 2023- March 2024.
  2. To employ at least 1 (one) graphic designer, graduated or certified in graphic design/art or film, post production, editing and to have been part of the staff in the period October 2023-March 2024.
  3. The economic operator must employ at least 1 (one) specialized advertising agent, with a degree in business administration, economics, marketing or communication science, and part of the staff in the period October 2023-March 2024.

d. The economic operator must present all relevant diplomas or certificates of the personnel involved in the project.

e. To prove the employment of the above-mentioned personnel, the economic operator must submit certified payrolls for the period October 2023-March 2024.

All documents must be originals or notarized copies thereof issued no later than 3 (three) months from the date of tender opening. Cases of failure to submit a document, or false or inaccurate documents, are considered conditions for disqualification.

The deadline for the implementation of the service will be according to the requirements of the contracting authority, starting from the signing of the contract and according to the technical specifications in the Invitation for Negotiations.

The selection of offers will be made according to points no. 7 and 12 of the Council of Ministers No. 1195 dated 05.08.2018.

Technical legal documentation is evaluated with 50 points. presented, as follows:

– 30 points of previous experience and legal documentation submitted by mass media bodies;

– 20 points for staff/personnel that will be engaged in providing the service.

The operator's lowest economic offer is evaluated with 50 points.The economic offer will be presented in lek excluding VAT.
