INVITATION FOR NEGOTIATIONS FOR ECONOMIC OPERATORS SPECIALIZED IN PROVIDING THE “ADMINISTRATIVE TOURISM SERVICE FOR ENRICHING THE ARCHIVE FUND OF PHOTOGRAPHY AND VIDEO REELS, OF THE NATIONAL TOURISM AGENCY”, WITH THE TITLE “WANDERLUST IN ALBANIA: PHOTOS & REELS INTERNATIONAL COMPETITION.

The National Tourism Agency, with the aim of enriching its archival fund of photographs and video reels, calls on every specialized economic operator, with the aim of offering "Sthe tourist administrative service of enriching the archival fund of photography and video reels", entitled "Wanderlust in Albania: Photos&Reels International Competition".

In accordance with Articles 100 to 103 of Law No. 162/2020 "On Public Procurement", amended, Article 5, Paragraph 2 and Service with code 75125000-8 of Annex No. 2 of the Council Decision No. 768, Date 15.12.2021 ""On determining the types of social services and other specific services, types of special services, for which the right of participation of organizations in public procurement procedures may be reserved, as well as detailed rules for their procurement", DCM No. 285, Date 19.52021 "On the approval of public procurement rules", amended and DCM No. 298, Date 20.04.2016 "On the organization and functioning of the National Tourism Agency" amended, the National Tourism Agency, intends to conclude a public contract with the following specifications:

SERVICE DESCRIPTION

Object: “Tourist Administrative Service of Enrichment of the Archival Fund of Photography and Video Reels”, entitled “Wanderlust in Albania: Photos&Reels International Competition”.

Service Provision Period: 35 calendar days from the date of conclusion of the contract.

Fund Limit: 9 475 000 (nine million four hundred seventy-five thousand) Lekë, excluding VAT

Deadline for Submission of Bids: 20.10.2023, 13:00.

Confirmations for the Continuation of Negotiations: Confirmations must all arrive sealed in a non-transparent envelope, on a single day, signed and stamped with the name and address of the subject and with the note: "Do not open, except when the bid evaluation committee is present and not before the Date 20.10.2023, Time 12:00. " Otherwise, they will be rejected and returned unopened.

TECHNICAL SPECIFICATIONS OF THE SERVICE:

Organizing a competitive procedure in which all individuals, Albanian and foreign, professional or not, passionate about photographing Tourist Albania with all the elements that identify it, will have the opportunity to participate. Photographs and video reels should focus on the following themes:

- Landscapes (natural, mountainous, coastal)

– Panoramic photos (Albanian cities, tourist villages, etc.)

– Monuments & Archaeological Sites (Cultural Monuments, Castles, Amphitheaters, Museums and UNESCO sites)

– Folklore (ethnography, dance, ritual, tradition, etc.)

– Crafts & Handicrafts

– Agrotourism & Culinary (traditional foods, guesthouses, agrotourism)

– TEA app events (festivals, local parties, concerts, artistic events, exhibitions, etc.)

– Sports tourism (hiking, diving, mountaineering, kayaking, parachuting, etc.)

– Ecotourism (flora & fauna, trails, parks)

– Architecture (mosque, church, medieval and new urban architecture)

– Photo reportage (photo news, which tells events from life)

 

A jury of 5 members will select the best 300 photos and 100 video reels, which will be awarded with special prizes. This service must be provided in the following stages:

1. Developing and maintaining an interface for the competitive procedure, to which all photos and videos of the participants will be uploaded. The page should be informative and easily accessible. The Operator should also undertake the maintenance of the interface. Regarding the interface, the Operator should also undertake the following:

– Creation and design of an interface with a domain (Wanderlustinalbania.al)

– User interface design with main menu.

– The website must be in two languages, Albanian and English.

– Creating an application form for participants.

– Defining users and access levels.

– Protocol of announcement of the competitive procedure and its development.

– Review of Terms and Conditions and Privacy Policy.

– Storage Amazon S3 cloud object storage minimum 1TB, serverless / or equivalent.

– Creating the interface with the Ruby on Rails programming language in modular design or equivalent.

– The database should be postgreSQL with elastic search.

– The materials will be provided on a 4 TB hard drive.

– Periodic search engine optimization is required.

– The interface must contain the main slogan and the official logo of the National Tourism Agency.

– The interface must be connected through a link to the websites (akt.gov.al and albania.al) and the TEA application.

– The interface will be maintained for maximum functionality.

2. Organization of an opening event for the competitive procedure. For this step of the procedure, the winning Economic Operator must ensure the proper functioning of the event from a logistical point of view with a ledwall and audio system. For the organization of the opening event, the Economic Operator must undertake the following:

-Providing a Ledwall

-Audio System Provision.

3.Organization of the closing event in which the winners of the competitive procedure will be announced. For this step of the procedure, the winning Economic Operator must provide all the necessary technical, logistical and organizational elements to develop a high-attendance event according to the following specifications. For the closing event, the Economic Operator must undertake the following:

– Rental space suitable for promoting events of this size with a capacity of 100 people.

– Stage for small performances.

– Securing the Pulpit

– Ledwall Insurance.

– Providing Audio & Lights System.

– Branding the event with the logo or image of the photography and video reels competition.

– Exhibitor for displaying winning photographs according to competition categories.

– Special prizes for the winners, certificates and awards for the 5 jury members.

– Artistic performances in various categories.

– Cocktail for a capacity of 100 participants.

4. Service promotion should be carried out in two ways:

First, promotion through digital platforms, which consists of advertising on META, Google and YouTube, inside and outside the territory of Albania.

Secondly, promotion through a main advertising spot and two shortened versions of it. The main spot should be informative about the competition procedure, the defined photo and video categories, the awarding of special prizes for the winners, the date and time of the event, etc. The spot should contain any image or graphic elements that should attract attention to encourage high participation. The two shortened versions of the main spot will focus on the following topics: The first should promote the online voting procedure, while the second spot will focus on the awarding event. For the spot, the Economic Operator must undertake the following:

– Ideation and creation of 1 main spot and 2 shortened versions of it.

– Professional voice recording in WAV format;

– Accompanying the voice with accompanying music and other audio effects;

– Spots must be in MPEG 2 with CBR 35 and H 264 with CBR 35 format, with resolutions 16 * 9 (1920 x 1080 px) and 9 x 16 (1080 x 1920)

– Duration of the main spot no less than 30 seconds

– Duration of the shortened version for the two spots, up to 15 seconds each

– Submission of the main spot and the shortened version on DVD (or USB), in the original unconverted format.

– The spot must contain the main slogan, the official Albanian tourism logo and the official tourism website Albania.al.

The economic operator must perform the services defined above in function of the object: Administrative tourist service for the enrichment of the archival fund of photography and video reels of the National Tourism Agency entitled "WANDERLUST IN ALBANIA: Photos & Reels International Competition".

The economic operator undertakes to fulfill the above technical specifications with high quality, in order to maintain a maximum standard in the provision of the service undertaken by it.

  • GENERAL ADMISSION/QUALIFICATION CRITERIA

 

  1. The economic operator must be registered in the commercial register according to the legislation of the country where it carries out its activity or according to special legislation, in the case of a non-profit organization, have the procurement object included in its field of activity, and have active status;
  2. The economic operator must not have been convicted of any of the criminal offenses provided for in point 1 of Article 76 of the LPP;
  3. The person(s) in the capacity of a member of the administrative body, manager or supervisor, shareholder or partner, or who has representative, decision-making or controlling powers within the economic operator, is not or has been convicted by a final court decision for any of the criminal offenses specified in point 1 of Article 76 of the LPP;
  4. The economic operator has not been convicted by a final court decision for acts related to professional activity;
  5. The economic operator is not in bankruptcy proceedings;
  6. The economic operator has paid all obligations for the payment of taxes and social security contributions, according to the provisions of point 2, Article 76, of the LPP, with the exception of the cases provided for by letters “a”, “b”, “c” and “ç” of Point 2 of Article 76 of the Law "On Public Procurement" changed.
  7. The economic operator has paid all matured electricity obligations, and meets the requirements arising from the legislation in force. This information is required for economic operators who exercise their activity in the territory of the Republic of Albania;
  8. The economic operator is not in a conflict of interest, according to the legislation in force;
  9. The economic operator has submitted an independent bid, according to the requirements of the legislation in force;
  10. The economic operator meets the technical specifications, according to the requirements set by the contracting authority/entity;
  11. The economic operator has the workforce necessary for the execution of the contract, according to the requirements of the contracting authority/entity; Specifically, the economic operator must prove that part of its staff are the following professionals:
  12. digital creator
  13. Programmer in the field of informatics;
  • Marketing specialist, with a focus on audiovisual media;
  1. Specialist in the production of films, auto-visual spots.
  2. Audio and audiovisual technician;
  3. Event Organizer;

For this point, the economic operator must submit a list of key personnel necessary to implement the procurement object and/or its components. The list of key personnel must include their CVs.

  1. To prove the financial and economic capacities, the economic operator must prove that the value of the annual turnover of the last year is at least 40% of the estimated value of the public contract. For this, it must submit a copy of the annual turnover statement for the last year. The contracting authority/entity requires, as evidence of previous experience, certificates issued by a public entity for the successful performance of the contract, indicating the value, the deadline for the completion of the contract or/and tax sales invoices, completed in accordance with the requirements of the legislation in force, indicating the dates, amounts and quantities of the goods supplied. In the case of previous experience with the private sector, only fiscalized invoices, completed in accordance with the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and quantities of the goods supplied, are accepted as evidence.
  2. Declaration on the fulfillment of technical specifications, by which it undertakes that it has the necessary capacities to conceive, realize and ensure the broadcast of the spots.
  3. The Economic Offer Form according to Annex 1.

In any case, the contracting authority has the right to carry out the necessary verifications on the authenticity of the information declared by the Economic Operator above.

All documents must be originals or notarized copies thereof issued no later than 3 (three) months from the date of tender opening. Cases of non-submission of a document, or of false or inaccurate documents, are considered conditions for disqualification.

The deadline for the implementation of the service will be according to the requirements of the contracting authority, starting from the signing of the contract and according to the technical specifications in the Invitation to Bid.

In its bid, the bidder must provide full contact details.

The selection of bids will be made according to the provisions of the Law. "On Public Procurement" changed.

Bidders have the right to participate in the bid opening process, representatives or authorized persons. The Bid Opening will take place on 20.10.2023, 12:00.

The economic offer will be presented in lek, excluding VAT.

Offers must be sealed in an envelope, sealed and will be submitted by company representatives officially to the National Tourism Agency, Protocol Office, before the specified time.

The Commission will not accept any bid submitted beyond the specified deadline (Date 20.10.2023, 12:00) and not in accordance with the above requirements.

EVALUATION CRITERIA

  1. Legal documentation submitted
  2. Previous experience of the economic operator
  3. The lowest price offered by the mass media organization

The submitted legal documentation is evaluated with 20 points.

The economic operator's previous experience is assessed with 40 points.

The price offered by the Economic Operator is evaluated with 40 points.

The evaluation criteria for announcing the winning contract are set in the price-quality ratio and are closely linked to the object of the contract, for the services to be provided in implementation of that contract in each direction, determining the degree of relative importance given to each criterion chosen to determine the most economically advantageous tender.

The establishment of these criteria guarantees the possibility of effective competition and accompanies specifications, which allow the information provided by bidders to be verified to assess whether the bids meet the criteria for declaring the winning contract.

LIMIT FUND

The Fund Limit for this service is in the amount of 9,475,000 (nine million four hundred seventy-five thousand) Lekë, excluding VAT.
