INVITATION FOR NEGOTIATIONS FOR ECONOMIC OPERATORS SPECIALIZED IN PROVIDING SERVICES FOR THE PROCEDURE TO BE DEVELOPED BY THE NATIONAL TOURISM AGENCY WITH THE OBJECT “SERVICE FOR ORGANIZING A FAIR WITH THE PARTICIPATION OF AKT WITH A STAND AT THE TIRANA INTERNATIONAL FAIR.

The National Tourism Agency, with the aim of promoting tourism and its participation in the Tirana Fair, calls on every specialized economic operator, with the aim of providing the "Service for organizing a fair with the participation of the AKT with a stand at the Tirana International Fair".

In accordance with Articles 100 – 103 of Law No. 162/2020 “On Public Procurement”, as amended”, Article 5, Paragraph 2 and Service Code 79956000-0 of Annex No. 2 of DCM No. 768 dated 15.12.2021 “On determining the types of social services and other specific services, types of special services, for which the right of participation of organizations in public procurement procedures may be reserved, as well as detailed rules for their procurement”, DCM No. 285 dated 19.05.2021 “On the approval of public procurement rules”, as amended, Law No. 93/2015 “On Tourism”, and DCM No. 298, dated 20.04.2016 “On the organization and functioning of the National Agency for Tourism”, the National Tourism Agency, aims to conclude a public contract with the following specifications:

I. SERVICE DESCRIPTION

Object: "Service for organizing a fair with the participation of AKT with a stand at the Tirana International Fair"

Service Provision Period: 5 calendar days from the date of conclusion of the contract.

Fund Limit: 980,000 (nine hundred and eighty thousand) lekë, excluding VAT.

Deadline for Submission of Bids: 30.11.2023, 10:00.

Confirmations for Continuation of Negotiations: Confirmations must all arrive sealed in a non-transparent envelope, on a single day, signed and stamped with the name and address of the entity and with the note: “Do not open, except in cases where the bid evaluation committee is present and not before Date 30.11.2023, 10:00.” Otherwise, they will

are rejected and will be returned unopened. The economic offer must be placed in a separate envelope from the envelope that will contain the legal documentation and the certificates of compliance with the technical specifications of the service. On the outside of the economic offer envelope, it must be handwritten in capital letters “Economic Offer of the Company “__________________ ”. The economic offer envelope must be closed, not have any signs of tearing or damage, especially at its closing part, and must be placed inside the envelope of the legal documentation and certificates of compliance with the operator’s technical specifications.

II. TECHNICAL SPECIFICATIONS OF THE SERVICE:

The fair will provide a business communication platform for the most important local, regional and international stakeholders in the tourism sector. This fair aims to present the latest trends in tourism development and businesses will have the opportunity to discuss and consult on their long-term strategy in the field of tourism. Tourism is expanding throughout the year and especially in our region where travel is carried out throughout the year.

The National Tourism Agency will participate in the 29th edition of the Tirana International Fair with a 40 square meter stand.

Stand construction

The stand will be built according to the project developed by AKT and the experts contracted for this service.

– Construction of the stand with layer structures, trusses in a total of 40m2 with 7 bases and two corners.

– Stand lighting with 15 LED bars, 15 Fresnels.

– Madrix LED tubes which will be used in two composite spaces 3×2 m each. Their quantity should be 40 of them.

– Sound system and microphone as well as a PC for playing music.

– Led wall, 1 piece in size 2×3 and 1 in size 4×3 m.

– Right island module in dimensions 150x90x71 cm, gray color

– Left island module in dimensions 150x90x71 cm, gray color

– 2-piece module in dimensions 73x90x71 cm, green or mustard color

– Info point with printed front.

– Columns measuring 3×40 cm covered with a mustard-colored print.

– 4-piece seating cushion in gray, red, mustard, and sky blue.

– Banner print with 2-piece design in 3×2 dimensions (approved by AKT)

– Print on plex and a supporting structure that will serve as the entrance to the stand in the dimensions of 2 columns, 50cm x 3, which will be connected to each other through a crossbar measuring 3m x 50 cm.

– Tempered glass table measuring 2 mx 120 cm.

– Glass or plex chairs (glass shades) 10 pieces.

– Carpet measuring 50 m2, in gray/mustard/carpet design (This element will be agreed upon by AKT with the operator).

III. GENERAL ADMISSION/QUALIFICATION CRITERIA

a) The economic operator must be registered in the commercial register according to the legislation of the country where it carries out its activity or according to special legislation, in the case of a non-profit organization, to have included in the field of activity "organization of events in the field of tourism", and to have active activity status;

b) The economic operator must not have been convicted of any of the criminal offenses provided for in point 1 of Article 76 of the LPP;

c) The person(s) in the capacity of a member of the administrative body, manager or supervisor, shareholder or partner, or who has representative, decision-making or controlling powers within the economic operator, is not or has been convicted by a final court decision for any of the criminal offenses specified in point 1 of Article 76 of the LPP;

d) The economic operator has not been convicted by a final court decision for acts related to professional activity;

e) The economic operator is not in bankruptcy proceedings;

f) The economic operator has paid all obligations for the payment of taxes and social security contributions, according to the provisions of point 2, Article 76, of the LPP, with the exception of the cases provided for by letters “a”, “b”, “c” and “ç” of Point 2 of Article 76 of the Law “On Public Procurement” as amended.

g) The economic operator is not in a conflict of interest, according to the legislation in force;

h) The economic operator has submitted an independent bid, in accordance with the requirements of the legislation in force;

i) The economic operator meets the technical specifications, according to the requirements set by the contracting authority/entity;

a) To prove its financial and economic capacity, the economic operator must prove that its annual turnover for the last year is at least 40% of the estimated value of the public contract. For this, it must submit a copy of the annual turnover statement for the last year.

b) The contracting authority/entity shall, as evidence of previous experience, require from the operator certificates issued by a public entity for the successful performance of the contract, indicating the value, the deadline for the completion of the contract or/and tax sales invoices, completed in accordance with the requirements of the legislation in force, indicating the dates, amounts and quantities of goods supplied. In the case of previous experience with the private sector, only fiscalized invoices, completed in accordance with the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and quantities of goods supplied, shall be accepted as evidence.

c) The agency that will provide the service must have at least 1 contract for the implementation of cultural events or in the field of tourism with international partners.

d) Declaration on the fulfillment of technical specifications, by which it undertakes that it has the necessary capacities to perform all the above services.

e) The Economic Offer Form according to Annex 1.

In any case, the contracting authority has the right to carry out the necessary verifications on the authenticity of the information declared by the Economic Operator above.

All documents must be originals or notarized copies thereof issued no later than 3 (three) months from the date of tender opening. Cases of failure to submit a document, or of false or inaccurate documents, are considered conditions for disqualification.

The deadline for the implementation of the service will be according to the requirements of the contracting authority, starting from the signing of the contract and according to the technical specifications in the Invitation to Bid.

In its bid, the bidder must provide full contact details.

The outside of the envelope should be marked “On behalf of the Commission for the Follow-up of Procedures with the object “Service for organizing a fair with the participation of AKT with a stand at the Tirana International Fair”.

The selection of bids will be carried out according to the provisions of the Law "On Public Procurement", as amended.

Bidders have the right to participate in the bid opening process through a representative. The Operator's representative in the bid opening process must be equipped with a valid representation document. The Bid Evaluation Committee evaluates the validity of the representation document and keeps an original copy of it. The Bid Opening will take place on 30.11.2023, 10:00.

The economic offer will be presented in lek, excluding VAT.

The documentation cited above must be enclosed in an envelope, sealed and submitted by the representatives of the participating economic operators, officially to the National Tourism Agency, Protocol Office, before the specified time.

The Commission will not accept any bid submitted beyond the specified deadline (Date 30.11.2023, Time 10:00) and not in accordance with the above requirements.

IV. EVALUATION CRITERIA

The submitted legal documentation is evaluated with 20 points.

The economic operator's previous experience is assessed with 40 points.

The price offered by the economic operator is evaluated with 40 points.

The evaluation criteria for announcing the winning contract are set in the price-quality ratio and are closely linked to the object of the contract, for the services to be provided in implementation of that contract in each direction, determining the degree of relative importance given to each criterion chosen to determine the most economically advantageous tender.

The establishment of these criteria guarantees the possibility of effective competition and accompanies specifications, which allow the information provided by bidders to be verified to assess whether the bids meet the criteria for declaring the winning contract.

V. LIMIT FUND

The Fund Limit for this service is in the amount of 980,000 (nine hundred and eighty thousand) lek, excluding VAT.
