The National Tourism Agency has planned to carry out the procedure with the object  "Production and broadcasting of 4 (four) promotional videos (Spots) on the topic “Albania Beyond the Sea”

In accordance with Article 7, point 1/b, of Law No. 162/2020 “On Public Procurement”, of Council of Ministers No. 1195, dated 05.08.2008 “On the purchase, development, production and co-production of programs or advertisements for broadcasting by radio and television operators or publication in the written media and on contracts, for broadcasting time, by state administration bodies” and Council of Ministers No. 298, dated 20.04.2016 “On the organization and functioning of the National Tourism Agency”, as amended, the National Tourism Agency has planned to develop the procedure with the object of “Production and broadcasting of 4 (four) promotional videos (Spots) on the topic “Albania Beyond the Sea”

SCOPE

"Production and broadcasting of 4 (four) promotional videos (Spots) on the topic “Albania Beyond the Sea”

Implementation period: 30 (thirty) days from the date of signing the contract.

Defined limit fund: The procedure's limit fund is in the value of 9,482,555.67 (nine million four hundred eighty-two thousand five hundred fifty-five point sixty-seven) lek excluding VAT.

Deadline for the submission of confirmations from the print media/specialized agency is dated 15/04/2026, ora 13:00

Confirmations for the continuation of negotiations: Confirmations must all arrive sealed in a non-transparent envelope, on a single day, signed and stamped with the name and address of the entity and with the note: Do not open, except in cases where the bid evaluation committee is present and not before the date 15/04/2026, ora 13:00

I.TERMS OF REFERENCE:

Purpose: Promoting Albania as a Tourist Destination  “Albania Beyond the Sea”

Promotional videos should focus on promoting Albania as a year-round tourist destination, with all the colors, nature, history, and activities that take place across the sea.

The spots must be produced in accordance with the most advanced standards and techniques for filming of this nature and must be suitable for the Full HD broadcast format.

Services required to be performed:

Production of 4 (four) promotional videos which must be in broadcast format for the general public (YouTube, Digital Platform, Television Show).

Publications in Digital Platform, Television Show.

The spots should promote:

1. Areas crossed by the Vjosa River: Përmet, Këlcyrë, Tepelena, Memaliaj, Selenica and Vlorë.

2. Areas with priority for the development of the mountain economy, in northern Albania, specifically with views of Puka, Fushë-Arrëzi, Tropoja (Valbona), Theth and Vermosh.

3. Cultural and historical heritage sites in the southern area of ​​Albania: Butrint in Saranda, Porto Palermo Castle in Himara, Gjirokastra Castle and the old city, Antigonese Archaeological Park, Ancient Theater of Adrianople, Ali Bey Këlcyra's Saraje, Tepelena Castle, Ali Pasha's Aqueduct in Bënçë, Lëkurës Castle, Apollonia in Fier, Bylis Archaeological Park in Mallakastër, Finiqi Archaeological Park and aerial view of the historic part of Berat.

4. Agrotourism and guesthouses in the southeast, which combine nature, Albanian cuisine and hospitality, as important authentic elements of Albania, including several different agrotourism in the Korça area, as well as a presentation of the churches of Voskopoja and the cooking of lakrori in Voskopoja, etc.

The operator must undertake: 

• Ideation and creation of spots; 
• Audio Level -9; 
• Slow motion video recording (100 – 120 frames) 
• Accompanying the voice with accompanying music and other audio effects, where the music must be licensed; 
• Resolution of 4K MP4 broadcast material; 
• Material resolution for social media formats 1080 x 1350; 
• 4K video recording format 3840 x2160 
• Aerial video recording 4K 3840 – 2160 with drone camera 
• Underwater camera recording in 4K format 
• Delivery of spots on 3 USB or HDD, in original unconverted format. 
• Audio/accompanying narration;
• Duration: no less than 30 seconds;
• The spots must be in two languages: Albanian and English.

The economic operator shall also provide: 

Broadcast through postings on digital platforms (META), Youtube, social networks and television broadcast of 4 promotional spots on the theme: "Albania Beyond the Sea" over 3 months.

The economic operator must perform the services defined above in function of the object "Production and broadcasting of promotional videos (Spots) on the theme "Albania Beyond the Sea".

The spots must contain the main slogan, the official Albanian tourism logo in Albanian and English, and the official tourism website. www.albania.al

The EO must provide all the necessary infrastructure for the production of the spots and their publication to the general public. 

Technical Capacity: 

• Shooting format/quality: Full HD 
• Implementation period: 30 (thirty) days from the date of signing the contract.
• The language for drafting offers is: Albanian 
• The footage that will be recorded during the filming period must be exclusive. 
• Materials adapted for broadcast must be submitted in HD VIDEO format, MP4 format copy on HDD/USB.  

-The above-mentioned spots, once produced, must be broadcast and distributed on no less than 6 (six) social networks. The Bidder must plan to broadcast and distribute them at least 8 times a month on social networks for 3 months, and broadcast on television for 3 months.

-The Subject declares and guarantees the Contracting Authority that it fully releases it from the claims of various agencies for the protection of exclusive copyrights and other rights related to them, regarding the ideation, images or musical effects of the spots. Any claim raised by itself or third parties on copyrights will be the responsibility of the “Subject” and the Contracting Authority is exempt from any liability.

-Audio effects and musical effects contained in the final material must be specially treated for the spots and possess all reserved rights of unlimited use both geographically and in terms of time. 

-The EO must provide all the necessary infrastructure for the production of the Spots, transportation, staff, filming permits at each of the filming locations. 

-Spot materials must be submitted in HD format. 

II. INFORMATION AND SPECIFIC REQUIREMENTS RELATED TO THE ECONOMIC OPERATOR

Legal documentation that must be submitted as a qualifying criterion:

GENERAL SELECTION/QUALIFICATION CRITERIA

The bidder declares that:

a) is registered in the commercial register according to the legislation of the country where it carries out its activity, or according to special legislation in the case of a non-profit organization, has the procurement object in the field of activity, and has active status;

b) is not in bankruptcy proceedings (active status);

c) has not been convicted of any criminal offense, in accordance with Article 76/1 of the LPP;

ç) the person(s) acting as a member of the administrative body, director or supervisor, shareholder or partner, or who has representative, decision-making or controlling power within the Economic Operator, is not convicted or has not been convicted by a final court decision for any criminal offense, as defined in Article 76/1 of the LPP;

d) has not been found guilty of serious professional misconduct, as long as it has not been prescribed, according to the legislation in force;

dh) has no outstanding payments of taxes and social security contributions, or is in one of the conditions provided for in Article 76/2 of the LPP;

e) has paid for the electricity and meets the requirements arising from the legislation in force. This information is required for Economic Operators, who operate in the territory of the Republic of Albania.

f) is not in a conflict of interest, according to the legislation in force;

g) carries out its activities in accordance with relevant environmental, social and labor legislation;

gj) has submitted an Independent Bid, in accordance with the requirements of applicable legislation;

h) carries out the activity in accordance with the requirements of the legislation in force.

i) there are no persons in the capacity of member of the administrative body, director or supervisor thereof, shareholder or partner, or with representative, decision-making or controlling powers within it who are/have been in this capacity in an economic operator excluded from the right to win public contracts, by decision of the Public Procurement Agency, during the time this decision is in force;

 j) has registered the beneficial owners in the register of beneficial owners, according to the provisions of the legislation in force.

k) implements the obligations arising from the legislation in force for the reference basic salaries per occupational category for employees contracted to work. This information is required for Economic Operators, registered in the Albanian commercial register.

These criteria must be met by submitting the Economic Operator's Summary Self-Declaration Form on the day of the Bid opening, according to Appendix 10 of DST Simplified Open Procedure-Services

In the event of a merger of economic operators, each member of the group must submit the aforementioned Self-Declaration.

In case the bidding economic operator will rely on the capacities of other entities, the aforementioned Self-Declaration must also be submitted by the supporting entity.       

The bidder must submit:

a) Economic offer form according to Annex 1 of the DST Open Simplified Procedure-Services;

b) Bid Security, according to Annex 3 of the T&Cs Open Simplified Procedure-Services;

c) Summary Self-Declaration Form, according to Annex 10 of the DST Open Simplified Procedure-Services.

III. Technical capacity:

-To prove financial and economic capacities, the bidding economic operator must have a minimum annual turnover achieved, for the period of the last 3 (three) financial years, (2023-2024-2025) of not less than 40% of the limit fund of the contract being procured. This requirement is considered fulfilled if the economic operator reaches the minimum turnover value, in at least one year of the required period.

-The bidding economic operator must have carried out, during the last three years from the date of publication of the notice, similar contracts in a value not less than 20% of the limit fund being procured.

This will be proven by the following documents:

• When the EO has executed contracts with a public authority as evidence of previous experience, certificates issued by the latter are required for the successful fulfillment of the contract, indicating the value, the deadline for the completion of the contract, or/and tax sales invoices, completed according to the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and services performed.
•  In the case of previous experience with the private sector, only sales tax invoices, completed according to the requirements of the legislation in force, and declared to the tax authorities, indicating the dates, amounts and services provided, are accepted as evidence.

-Declaration on meeting technical specifications, by which it undertakes that it has the necessary capacities to conceive, produce and ensure the broadcast of the spots.

-Key Personnel

The Economic Operator must have the key personnel necessary to implement the object of the procedure, and submit service/cooperation contracts or individual employment contracts, their CVs according to the categories defined below: 

• 1 (one) Director
  • 1 (one) Operator
  • 1 (one) Assembler
  • 1 (one) Graphic Designer

All documents must be originals or notarized copies thereof issued no later than 3 (three) months from the date of tender opening. Cases of non-submission of a document, or of false or inaccurate documents, are considered conditions for disqualification.

The deadline for the implementation of the service will be according to the requirements of the contracting authority, starting from the signing of the contract and according to the technical specifications in the Invitation for Negotiations.

In its bid, the bidder must provide full contact details.

The selection of offers will be made according to points no. 7 and 12 of the Council of Ministers No. 1195 dated 05.08.2008.

IV. EVALUATION CRITERIA

• legal documentation submitted
• previous experience of the economic operator
• the lowest price offered by the mass media organ

The submitted legal documentation is evaluated with 20 points.

The economic operator's previous experience is assessed with 30 points.

The price offered by the mass media body/specialized agency is evaluated with 50 points.

The economic offer will be presented in lek, excluding VAT.

Bidders have the right to participate in the bid opening process, representatives or authorized persons.

Offers must be sealed in an envelope, sealed and will be submitted by company representatives officially to the National Tourism Agency, Protocol Office, before the specified time.

The Commission will not accept any bid submitted beyond the specified deadline and not in accordance with the above requirements.

This invitation to negotiate will be published on the website of the National Tourism Agency, at the address: www.albania.al

• In single-stage procurement procedures, before the publication of the award notice and the start of the appeal deadlines, the contracting authority shall request the first qualified bidder to submit the supporting documents for the self-declarations in the summary self-declaration form, as well as the documents submitted as part of the bid electronically.

• In phased procurement procedures, this documentation is required from all qualified candidates in the first phase, before the start of the appeal deadlines.

• The first qualified bidder, before the publication of the winner announcement and the start of the appeal deadlines, must submit the supporting documents for the bid documents uploaded to the Electronic Procurement System, which must be in original or certified copies. Meanwhile, the supporting documents, which will be submitted to prove the self-declarations made, must be submitted in original or identical to the original and prove the factual situation of the bidder at the time of its bid.
• The information reflected in the self-declaration form, which is contained in a database, where the contracting authority can directly access this information and/or document, must be accompanied by the relevant address for this database.
